The current housing contract is not being managed effectively, especially in the area of housing electrical works; indeed there is systemic poor contract management across the organisation; as pointed out by our external auditors Ernst and Young: both raised at the Audit and Standards Committee. This is leading to poor value for money for council taxpayers and council tenants.
This crisis in Housing is also pointed out by Ernst and Young, who state that in the absence of suitable due diligence under/overpayment of Housing Benefit exists; coupled with failures in the processes surrounding billing.
Ernst and Young also state their concerns in BHCC potentially issuing inaccurate financial statements, this due to insufficient management safeguard processes in place in production of these statements: and they point out this does result in a fraud risk to the organisation.
